The look of your face and eyes in Animal Crossing: City Folk (ACCF) is dependent on how you answer three of Rover's questions on the bus when you first start the game. After entering your name, tell Rover that it's "cool" to play as a boy, or "cute" to play as a girl. Rover then gives you a chance to confirm (or change) your choice.
After that, we get to the questions that determine the look of your face and eyes. This chart shows how to answer those questions to get the face that you want. It starts with the question where he asks if you're excited about moving to a new town.
